i usually write my toms with the kick, meaning that they hit on the beat and sometimes off to create a bit of a groove. with the right EQ toms can add some nice body to a kick.
then there's also the things you can do with toms and reverb. you can use it as a sound source for your low-pass sub reverb. i also love taking a tom and drenching it with a short decay reverb to get a soft breathy sound you can hear in the back of a lot of recent techno records.
